Narrative:
Horizontal mount vertical lug plates were found not to be spot-faced for fastener installation. Supervision signed xx off, that it was not required per douglas drawing 3912033. On further research, found douglas drawing 9911834 requiring spot-face before fastener installation. Engineering issued XXXX dated may/xa/01 stating it is acceptable to install lug plates without spot-facing at fastener head locations provided that the hi-locks are installed per srm 51-30-5. Hi-locks were installed incorrectly. A hard set was used to seat hi-locks. Cadmium plating was chipped and heads of hi-locks are damaged (not per srm 51-30-5) due to installing a protruding head fastener onto a tapered steel surface without spot-facing tapered surface.

Title: AN MD80 WAS RELEASED FOR SVC IN NON COMPLIANCE WITH THE HORIZ STABILIZER VERT LUG PLATES INCORRECTLY REPAIRED.
Narrative: HORIZ MOUNT VERT LUG PLATES WERE FOUND NOT TO BE SPOT-FACED FOR FASTENER INSTALLATION. SUPERVISION SIGNED XX OFF, THAT IT WAS NOT REQUIRED PER DOUGLAS DRAWING 3912033. ON FURTHER RESEARCH, FOUND DOUGLAS DRAWING 9911834 REQUIRING SPOT-FACE BEFORE FASTENER INSTALLATION. ENGINEERING ISSUED XXXX DATED MAY/XA/01 STATING IT IS ACCEPTABLE TO INSTALL LUG PLATES WITHOUT SPOT-FACING AT FASTENER HEAD LOCATIONS PROVIDED THAT THE HI-LOCKS ARE INSTALLED PER SRM 51-30-5. HI-LOCKS WERE INSTALLED INCORRECTLY. A HARD SET WAS USED TO SEAT HI-LOCKS. CADMIUM PLATING WAS CHIPPED AND HEADS OF HI-LOCKS ARE DAMAGED (NOT PER SRM 51-30-5) DUE TO INSTALLING A PROTRUDING HEAD FASTENER ONTO A TAPERED STEEL SURFACE WITHOUT SPOT-FACING TAPERED SURFACE.
