Narrative:

Descending into oma. ZMP gave us oma altimeter as 30.59. Oma approach cleared us to 3000 ft. At 3700 ft on our altimeter, oma approach said we should have leveled at 3000 ft. I looked at the radio altimeter and it was going from 1300 ft AGL to 1200 ft AGL! We started a climb and asked what the altimeter setting was. Oma said it was 29.59! We put that setting in and landed safely. On exiting the runway, we again dialed up the ATIS and it was broadcasting the incorrect altimeter of 30.59. We told the tower and they took the ATIS off the air.
