Narrative:

After being cleared to intercept the localizer at 5000 ft and approximately 19-20 DME for ILS to runway 23L at cle airport, we received a TA on our TCASII. I looked out to find the traffic and spotted an rj closing in on us from a dogleg heading to the localizer course. The rj reported an RA. Approach control gave us a vector left to 150 degrees. The rj passed off our right at our altitude. It appeared to be 2-3 mi and closing rapidly. We were vectored back around the pattern for an uneventful landing. Supplemental information from acn 505245: while the rj questioned approach control about us we took evasive action away from the rj to avoid a conflict. While we were turning away approach control realized that there was a conflict and gave us a heading to fly.
