Narrative:

Departed hto on an IFR plan. I was cleared to 8000 ft by new york approach. Was handed off to new frequency and reported 8000 ft. Was later handed off to ZDC and reported at 8000 ft. 2 mins later, the controller asked me to confirm my altitude. I told her 8000 ft. She said she showed me at 7000 ft. I asked for current altimeter and was off by 1 inch. 'I' either misset the altimeter and was not discovered for 3 controllers or was given the wrong setting by the original controller. I really don't know.
