Narrative:

Shortly after takeoff from tpa, flight attendant noticed passenger using a vest type restraint device for her infant. She did not observe her using it on takeoff, but politely asked her not to use it on landing per air carrier flight attendant handbook unapproved child restraint system. Passenger stated that the air carrier will not tell her what to do and will use it. She was shown the manual and she restated her position. She did not car if she was violating an FAA ruling. We notified dispatch. An in-flight and customer service supervisor met the flight. She again refused to comply and said she would not fly the air carrier. We researched our manual and could not find a specific far she was in violation of. Further guidance is needed on this matter.

Title: PAX REFUSED TO DISCONTINUE THE USE OF AN INFANT RESTRAINING DEVICE THAT WAS NOT APPROVED BY THE ACR.

Narrative: SHORTLY AFTER TKOF FROM TPA, FLT ATTENDANT NOTICED PAX USING A VEST TYPE RESTRAINT DEVICE FOR HER INFANT. SHE DID NOT OBSERVE HER USING IT ON TKOF, BUT POLITELY ASKED HER NOT TO USE IT ON LNDG PER ACR FLT ATTENDANT HANDBOOK UNAPPROVED CHILD RESTRAINT SYS. PAX STATED THAT THE ACR WILL NOT TELL HER WHAT TO DO AND WILL USE IT. SHE WAS SHOWN THE MANUAL AND SHE RESTATED HER POS. SHE DID NOT CAR IF SHE WAS VIOLATING AN FAA RULING. WE NOTIFIED DISPATCH. AN INFLT AND CUSTOMER SVC SUPVR MET THE FLT. SHE AGAIN REFUSED TO COMPLY AND SAID SHE WOULD NOT FLY THE ACR. WE RESEARCHED OUR MANUAL AND COULD NOT FIND A SPECIFIC FAR SHE WAS IN VIOLATION OF. FURTHER GUIDANCE IS NEEDED ON THIS MATTER.
