Narrative:

Katana started ILS approach 10 NM out from runway 13. Winds were 320 degrees at 8-10 KTS. Active runway was runway 31. I called position approximately every 2 NM. Last call was at approximately 3 NM at 6000 ft MSL. An F28 had already started takeoff roll. Katana continued on GS without deviation. F28 had landing lights on and visual of katana. Katana also had landing lights on and maintained visual of F28. F28 climb out above katana, approximately 700 ft horizontal and 300 ft vertical was the closest the two aircraft came within each other. Katana took no corrective action. No injuries/damage was sustained from either aircraft.
