Narrative:

IFR to bid (ri) 2 approachs VOR DME to 10 -- VOR to 28. ATC cleared us to 40 to hold over sey, did not check unicom 123.0 was too busy. Before reaching the hold was cleared to VOR DME, no runway was given. Approach was very busy. About 1 mi out on final approach, was told by approach cancel with us or on the ground (I was still busy and couldn't call unicom). I assumed 10 was the runway to land on. Broke out at the airport right of the runway, made a left turn at 300 ft left downwind, landed on 10. After landing found that I had landed with a tailwind. My fault not getting hold of unicom. Think approach should have given me circle to land 28. My fault, should have asked approach what runway.

BEFORE REACHING THE HOLD WAS CLRED TO VOR DME, NO RWY WAS GIVEN. APCH WAS VERY BUSY. ABOUT 1 MI OUT ON FINAL APCH, WAS TOLD BY APCH CANCEL WITH US OR ON THE GND (I WAS STILL BUSY AND COULDN'T CALL UNICOM). I ASSUMED 10 WAS THE RWY TO LAND ON. BROKE OUT AT THE ARPT R OF THE RWY, MADE A L TURN AT 300 FT L DOWNWIND, LANDED ON 10. AFTER LNDG FOUND THAT I HAD LANDED WITH A TAILWIND. MY FAULT NOT GETTING HOLD OF UNICOM. THINK APCH SHOULD HAVE GIVEN ME CIRCLE TO LAND 28. MY FAULT, SHOULD HAVE ASKED APCH WHAT RWY.
