Narrative:
Received ATIS via radio. No recall by first officer of construction on approach end of runway 10 on ATIS. We were cleared for VOR/DME runway 10 and normal approach was conducted. (No mention of construction given us by ATC.) at approximately 400 ft AGL, a pick-up was noted crossing the threshold end in the construction area. Barrier cones were immediately noted thereafter and PF (captain) added power and decreased descent and thereafter continued to a normal landing.

Title: AN ACR FLC FLYING AN MD80 HAS CONFLICT WITH MEN AND EQUIP ON RWY AT MSY.
Narrative: RECEIVED ATIS VIA RADIO. NO RECALL BY FO OF CONSTRUCTION ON APCH END OF RWY 10 ON ATIS. WE WERE CLRED FOR VOR/DME RWY 10 AND NORMAL APCH WAS CONDUCTED. (NO MENTION OF CONSTRUCTION GIVEN US BY ATC.) AT APPROX 400 FT AGL, A PICK-UP WAS NOTED XING THE THRESHOLD END IN THE CONSTRUCTION AREA. BARRIER CONES WERE IMMEDIATELY NOTED THEREAFTER AND PF (CAPT) ADDED PWR AND DECREASED DSCNT AND THEREAFTER CONTINUED TO A NORMAL LNDG.
