Narrative:

On vector 090 degrees for ILS runway 19R, advised by controller we had passed through localizer and had been cleared for localizer intercept to ILS runway 12. We called approach at washington after landing and were advised by supervisor 'controller error' was the cause. Tapes indicate ILS runway 19R was what the pilot read back, landing on runway 12 was uneventful.

Title: DCA APCH CTL ADVISES A300 CARGO ACFT THAT CLRNC WAS FOR RWY 12, NOT RWY 19R. LATER CONVERSATION WITH DCA SUPVR IDENTS CTLR MISSING PLT READBACK FOR ILS RWY 19R.

WE CALLED APCH AT WASHINGTON AFTER LNDG AND WERE ADVISED BY SUPVR 'CTLR ERROR' WAS THE CAUSE. TAPES INDICATE ILS RWY 19R WAS WHAT THE PLT READ BACK, LNDG ON RWY 12 WAS UNEVENTFUL.
