Narrative:

My aircraft call sign was air carrier XXXX (MD80). Flight XXXX was on the ground in dfw taxiing to the gate. Flight XXXX was on taxiway el and cleared to cross runway 35L. The runway was scanned for aircraft and engine power advanced. A second scan of the runway to the right showed another aircraft crossing downfield and a quick check to the left showed a B727 approximately 2000 ft from the el intersection rolling down the runway for takeoff. I applied full brakes immediately and stopped the aircraft nose within 3 ft of runway 35L edge. Approximately 3 seconds later the B727 rotated in front of our aircraft. I called tower and asked if they were aware of what just happened. The reply was yes followed by the controller giving me tower's telephone number. After confirming clearance to cross again, we proceeded to the gate. After parking I visited the dfw chief pilot and described the details of the incident. Tower was then telephoned and I spoke to a supervisor. I told him my name and flight number and asked if he was aware of what had just happened. He replied that he was very aware and assured me that a report was being filed and steps taken. He offered his apology and said he didn't know what more he could say except that he apologized. I was furious particularly because tower could see I was past the runway hold line and moving. They never said stop. Why?

Title: AN ACR MD80 WAS CLRED TO CROSS RWY 35L ON TXWY EL, THE FLC DID A CHK OF THE RWY AND AS THEY WERE ABOUT TO CROSS THEY SAW AN ACR B727 ON TKOF ROLL APPROX 2000 FT AWAY. THE MD80 STOPPED WITH NOSE AT EDGE OF RWY AS THE B727 ROTATED IN FRONT OF HIM. CHIEF PLT AND MD80 CAPT HAD CONVERSATION WITH TWR SUPVR AFTER THE INCIDENT AND THE SUPVR APOLOGIZED.

I APPLIED FULL BRAKES IMMEDIATELY AND STOPPED THE ACFT NOSE WITHIN 3 FT OF RWY 35L EDGE. APPROX 3 SECONDS LATER THE B727 ROTATED IN FRONT OF OUR ACFT. I CALLED TWR AND ASKED IF THEY WERE AWARE OF WHAT JUST HAPPENED. THE REPLY WAS YES FOLLOWED BY THE CTLR GIVING ME TWR'S TELEPHONE NUMBER. AFTER CONFIRMING CLRNC TO CROSS AGAIN, WE PROCEEDED TO THE GATE. AFTER PARKING I VISITED THE DFW CHIEF PLT AND DESCRIBED THE DETAILS OF THE INCIDENT. TWR WAS THEN TELEPHONED AND I SPOKE TO A SUPVR. I TOLD HIM MY NAME AND FLT NUMBER AND ASKED IF HE WAS AWARE OF WHAT HAD JUST HAPPENED. HE REPLIED THAT HE WAS VERY AWARE AND ASSURED ME THAT A RPT WAS BEING FILED AND STEPS TAKEN. HE OFFERED HIS APOLOGY AND SAID HE DIDN'T KNOW WHAT MORE HE COULD SAY EXCEPT THAT HE APOLOGIZED. I WAS FURIOUS PARTICULARLY BECAUSE TWR COULD SEE I WAS PAST THE RWY HOLD LINE AND MOVING. THEY NEVER SAID STOP. WHY?
