Narrative:

Immediately following takeoff, I smelled a burning electrical smell in the forward cabin. The extra flight attendant also smelled the smell. I immediately called the cockpit to report the smell. First officer asked if the 2 flight attendants in back could smell it. I called flight attendants #2 and #4 to ask. They, in fact, smelled it also. The smell did not dissipate. My ovens were checked, but they were not turned on. The captain said we would be returning to psp. I waited approximately 1 min, called the flight attendant in back while waiting, then informed the passenger of our concern for safety and decision to return to psp. During landing we smelled the electrical burning smell again -- much stronger this time. The landing was routine no evacuate/evacuation necessary.
