Narrative:

Airport below VFR minimums due to coastal fog bank to the west. SVFR departure from runway 6 into unlimited visibility and clear overhead. At approximately 4 mi from takeoff I canceled SVFR clearance and realized 2000 ft clearance had been exceeded by 900 ft. Tower authority/authorized frequency change without comment. Flight continued without incident.
