Narrative:

A king air was on left base to land on runway 17R. The pilot asked me 'what about the cherokee that just passed beneath me?' I knew nothing of the cherokee, which had just (apparently) departed from elmdale airpark (6f4), located approximately 1.8 mi northeast of abilene regional airport. Elmdale airpark is located in a 'cutout' of the abilene class C surface area, thus aircraft operating there do not call ATC.

Title: RPTR CLAIMS THE PLT OF A CPR BE90 HAD A NEAR MISS WITH AN UNKNOWN PA28 WHILE OUTSIDE CLASS C AIRSPACE WHEN THE PA28 PASSED 400 FT BELOW HIS ACFT.
