Narrative:

Departing runway 34 at yyc noise procedure says no turns below 6500 ft before echo NDB. At about 4500 ft controller gives us a 080 degree heading to intercept J504. When asked about the restr, he said it did not pertain to runway 34 and turn at our discretion. So we turned to 080 degrees prior to 6500 ft. I do not suspect any problem here but would like to know why the controller contradicted the procedure on the departure page.
