Narrative:
The far 121 flag air carrier flight described above was issued a dispatch release from eddf to uuee. Currently, all airports located in the former soviet union are considered special under far 121.445. For the first time in my 11 yrs as a dispatch professional, I forgot to verify the flight crew qualifications for this flight. I issued a dispatch release for this flight in error, however, I made it -- I admit my error.

Narrative: THE FAR 121 FLAG ACR FLT DESCRIBED ABOVE WAS ISSUED A DISPATCH RELEASE FROM EDDF TO UUEE. CURRENTLY, ALL ARPTS LOCATED IN THE FORMER SOVIET UNION ARE CONSIDERED SPECIAL UNDER FAR 121.445. FOR THE FIRST TIME IN MY 11 YRS AS A DISPATCH PROFESSIONAL, I FORGOT TO VERIFY THE FLC QUALIFICATIONS FOR THIS FLT.
