Narrative:

Cleared into position on runway 17R. As I moved up and checked final, an aircraft appeared to be on final. WX was 600 ft overcast and about 2 mi visibility so I was taxiing slow to make sure he was going to land on runway 17C. The other aircraft kept sliding over towards runway 17R. I stopped our plane and told tower that the aircraft was lined up with the wrong runway. He then passed in front of our windshield. As he saw his mistake he leveled off and maneuvered his plane at 100 ft over to runway 17C. If I would have taxied faster it could have been a disaster. I wonder where the final controller was and why the commuter flight did not make a go around. Both were very nonchalant and thought it was no big deal.
