Narrative:

We were holding short of runway 13 bog. Visibility was about 2000 meters. Tower said DC9 5 mi final, line up and wait. First officer rogered line up and wait. As we were crossing the hold short line tower called and said no after the DC9 line up and wait. We were about 10 ft over the line. At the time the clearance was given the DC9 was not in sight but we had him at about 6 mi on the TCASII. The line up and wait did not seem unreasonable, there was plenty of time for us to wait then take off. I understand according to international civil aviation organization rules this line up and wait after traffic is a legal clearance but without the word 'after,' the meaning is changed entirely. With controller/pilot communication already difficult, this clearance should not be allowed.

Title: AN ACR FLC CROSSED THE HOLD SHORT LINE AFTER BEING TOLD TO 'LINE UP AND WAIT' BY THE ATCT LCL CTLR. THE TWR CTLR HAD THE FLC HOLD SHORT OF THE RWY DIMENSIONS FOR AN ACFT ON FINAL APCH.

Narrative: WE WERE HOLDING SHORT OF RWY 13 BOG. VISIBILITY WAS ABOUT 2000 METERS. TWR SAID DC9 5 MI FINAL, LINE UP AND WAIT. FO ROGERED LINE UP AND WAIT. AS WE WERE XING THE HOLD SHORT LINE TWR CALLED AND SAID NO AFTER THE DC9 LINE UP AND WAIT. WE WERE ABOUT 10 FT OVER THE LINE. AT THE TIME THE CLRNC WAS GIVEN THE DC9 WAS NOT IN SIGHT BUT WE HAD HIM AT ABOUT 6 MI ON THE TCASII. THE LINE UP AND WAIT DID NOT SEEM UNREASONABLE, THERE WAS PLENTY OF TIME FOR US TO WAIT THEN TAKE OFF. I UNDERSTAND ACCORDING TO INTL CIVIL AVIATION ORGANIZATION RULES THIS LINE UP AND WAIT AFTER TFC IS A LEGAL CLRNC BUT WITHOUT THE WORD 'AFTER,' THE MEANING IS CHANGED ENTIRELY. WITH CTLR/PLT COM ALREADY DIFFICULT, THIS CLRNC SHOULD NOT BE ALLOWED.
