Narrative:

At above position, altitude and time (XX18Z) we got a TCASII yellow TA display approximately 3-4 mi at our 12 O'clock position 1000 ft below climbing, followed immediately by an RA 700 ft climbing, 600 ft, 400 ft. TCASII ordered 'climb, climb' showed greater than 1500 FPM climb rate. Took aircraft off autoplt, climbed at approximately rate of 2000 FPM. On seeing RA was resolved with traffic passing slightly right below us. Called center told of altitude excursion due to RA on TCASII. He advised it was an aircraft having transponder problems. We had heard center query an aircraft with an experimental number call sign, mins before our TCASII alert, about him showing 300 ft high. We did not see the aircraft visually. We climbed to approximately 27700 ft during RA maneuver, then returned to FL270.

Narrative: AT ABOVE POS, ALT AND TIME (XX18Z) WE GOT A TCASII YELLOW TA DISPLAY APPROX 3-4 MI AT OUR 12 O'CLOCK POS 1000 FT BELOW CLBING, FOLLOWED IMMEDIATELY BY AN RA 700 FT CLBING, 600 FT, 400 FT. TCASII ORDERED 'CLB, CLB' SHOWED GREATER THAN 1500 FPM CLB RATE. TOOK ACFT OFF AUTOPLT, CLBED AT APPROX RATE OF 2000 FPM. ON SEEING RA WAS RESOLVED WITH TFC PASSING SLIGHTLY RIGHT BELOW US. CALLED CTR TOLD OF ALT EXCURSION DUE TO RA ON TCASII. HE ADVISED IT WAS AN ACFT HAVING XPONDER PROBS. WE HAD HEARD CTR QUERY AN ACFT WITH AN EXPERIMENTAL NUMBER CALL SIGN, MINS BEFORE OUR TCASII ALERT, ABOUT HIM SHOWING 300 FT HIGH. WE DID NOT SEE THE ACFT VISUALLY. WE CLBED TO APPROX 27700 FT DURING RA MANEUVER, THEN RETURNED TO FL270.
