Narrative:

Due to severe WX between my position and my destination (ovt), I elected to land at chd. After canceling my IFR flight plan with phoenix approach, I switched to 123.0 and announced my position and intentions to land. No other aircraft were observed in the area and I heard no other xmissions. I made a visual approach and landing at chd. The frequency listed for chd on the phoenix sectional chart which expires nov/xx/95 is 123.0 and the airport is depicted as uncontrolled. I discovered a tower was in operation by notices posted in the operations building. I failed to back up the sectional frequency with the IFR approach chart which lists the appropriate tower and ground frequencys.
