Narrative:

While taxing for takeoff on runway 6 at roa, the captain taxied past the hold short line on taxiway east. The hold line is approximately 400-500 ft from the runway threshold due to lda runway 6 instruments approach transmission equipment. Ground control said to the flight crew something to the effect of 'it would have been nice if you had held short of the hold line.' captain then asked where it was and ground control responded 'about 300 ft behind you.' captain apologized and the operation continued. Where was I, the first officer, during all of this? I was busy starting the right engine, then performing my after start flow and taxi flow in time to run the taxi checklist prior to reaching the runway. These tasks often make it extremely difficult to adequately monitor taxi progress as they require the first officer to focus attention inside the cockpit and hinder outside situational awareness. This is especially true when a captain elects to taxi out of the gate single-engine and/or there is only a short taxi time/distance. Both of these factors contributed to this incursion. I think that requiring the aircraft to be stopped during engine starts, after start flows and taxi flows would make better sense as SOP. This would still allow the aircraft to leave the gate single-engine for fuel conservation when a long taxi is expected, but would require the crew to complete all engine starts and the flows prior to leaving the gate when a short taxi with no intermediate stops is anticipated. This would allow both crew members to focus on the taxi while the aircraft is moving to the runway. This suggestion has been made to the company previously, but has resulted in no change to SOP.

Title: BAE TAXIES BEYOND HOLD LINE.

Narrative: WHILE TAXING FOR TKOF ON RWY 6 AT ROA, THE CAPT TAXIED PAST THE HOLD SHORT LINE ON TXWY E. THE HOLD LINE IS APPROX 400-500 FT FROM THE RWY THRESHOLD DUE TO LDA RWY 6 INSTS APCH XMISSION EQUIP. GND CTL SAID TO THE FLC SOMETHING TO THE EFFECT OF 'IT WOULD HAVE BEEN NICE IF YOU HAD HELD SHORT OF THE HOLD LINE.' CAPT THEN ASKED WHERE IT WAS AND GND CTL RESPONDED 'ABOUT 300 FT BEHIND YOU.' CAPT APOLOGIZED AND THE OP CONTINUED. WHERE WAS I, THE FO, DURING ALL OF THIS? I WAS BUSY STARTING THE R ENG, THEN PERFORMING MY AFTER START FLOW AND TAXI FLOW IN TIME TO RUN THE TAXI CHKLIST PRIOR TO REACHING THE RWY. THESE TASKS OFTEN MAKE IT EXTREMELY DIFFICULT TO ADEQUATELY MONITOR TAXI PROGRESS AS THEY REQUIRE THE FO TO FOCUS ATTN INSIDE THE COCKPIT AND HINDER OUTSIDE SITUATIONAL AWARENESS. THIS IS ESPECIALLY TRUE WHEN A CAPT ELECTS TO TAXI OUT OF THE GATE SINGLE-ENG AND/OR THERE IS ONLY A SHORT TAXI TIME/DISTANCE. BOTH OF THESE FACTORS CONTRIBUTED TO THIS INCURSION. I THINK THAT REQUIRING THE ACFT TO BE STOPPED DURING ENG STARTS, AFTER START FLOWS AND TAXI FLOWS WOULD MAKE BETTER SENSE AS SOP. THIS WOULD STILL ALLOW THE ACFT TO LEAVE THE GATE SINGLE-ENG FOR FUEL CONSERVATION WHEN A LONG TAXI IS EXPECTED, BUT WOULD REQUIRE THE CREW TO COMPLETE ALL ENG STARTS AND THE FLOWS PRIOR TO LEAVING THE GATE WHEN A SHORT TAXI WITH NO INTERMEDIATE STOPS IS ANTICIPATED. THIS WOULD ALLOW BOTH CREW MEMBERS TO FOCUS ON THE TAXI WHILE THE ACFT IS MOVING TO THE RWY. THIS SUGGESTION HAS BEEN MADE TO THE COMPANY PREVIOUSLY, BUT HAS RESULTED IN NO CHANGE TO SOP.
