Narrative:

After dropping an aerial banner, I pulled up to enter downwind leg of traffic pattern for landing. When on final for banner drop, I observed a J-3 cub holding short of landing runway 33. When established on final approach I observed J-3 pull onto runway without looking for other traffic (my strobe and landing lights were on). My altitude was too low for an abrupt evasive maneuver, so I altered course to the right (east) to pass safely clear of the J-3 as he lifted off. After assuring a safe distance between J-3 and my aircraft, I executed a left turn to rejoin the downwind. I am convinced that the J-3 pilot did not check for a clear final approach before beginning his takeoff roll. I was broadcasting my position each pattern leg on unicom but assume he was non-radio as I did not hear any xmissions from him.

Title: NMAC.

Narrative: AFTER DROPPING AN AERIAL BANNER, I PULLED UP TO ENTER DOWNWIND LEG OF TFC PATTERN FOR LNDG. WHEN ON FINAL FOR BANNER DROP, I OBSERVED A J-3 CUB HOLDING SHORT OF LNDG RWY 33. WHEN ESTABLISHED ON FINAL APCH I OBSERVED J-3 PULL ONTO RWY WITHOUT LOOKING FOR OTHER TFC (MY STROBE AND LNDG LIGHTS WERE ON). MY ALT WAS TOO LOW FOR AN ABRUPT EVASIVE MANEUVER, SO I ALTERED COURSE TO THE R (E) TO PASS SAFELY CLR OF THE J-3 AS HE LIFTED OFF. AFTER ASSURING A SAFE DISTANCE BTWN J-3 AND MY ACFT, I EXECUTED A L TURN TO REJOIN THE DOWNWIND. I AM CONVINCED THAT THE J-3 PLT DID NOT CHK FOR A CLR FINAL APCH BEFORE BEGINNING HIS TKOF ROLL. I WAS BROADCASTING MY POS EACH PATTERN LEG ON UNICOM BUT ASSUME HE WAS NON-RADIO AS I DID NOT HEAR ANY XMISSIONS FROM HIM.
