Narrative:

Departed gate received clearance for a standard taxi to runway 18L. Traffic was very light and we were at the departure runway 6 mins after breaks release. We accomplished all the items prior to receiving the load closeout. We switched to tower and received the position and hold clearance. I advised the captain that we did not have the load closeout. He believed that it would come shortly and proceeded to taxi on the runway. We were in position for several mins when the takeoff clearance came. I again advised the captain of the absences of the closeout information. The captain selected maximum power and began the takeoff roll. The takeoff was normal and the rest of the flight was uneventful. In the future I will be more insistent that we not accept a clearance onto the runway without a load closeout. Supplemental information from acn 316863: first officer stated that we had no load closeout. I felt that it would be there any second. A couple of mins later, the tower cleared us for takeoff. Again, the first officer stated that we had no load closeout. I analyzed the tps and surmised that with the aircraft weighing only 122000 pounds, even if the maximum of 18000 pounds had been added, that we were below any limiting weights. I chose maximum power and made the takeoff. The final load information had us at 119046 pounds. It was a safe operation and I stand by my decision, even though I realize that technically, I need that little piece of paper. The first officer never had an opportunity to call on the radio because of short time from out-off. I am submitting this report because the load controller said that she was going to write me up.

Title: CAPT PERFORMS TKOF WITHOUT COMPLETE WT MANIFEST.

Narrative: DEPARTED GATE RECEIVED CLRNC FOR A STANDARD TAXI TO RWY 18L. TFC WAS VERY LIGHT AND WE WERE AT THE DEP RWY 6 MINS AFTER BREAKS RELEASE. WE ACCOMPLISHED ALL THE ITEMS PRIOR TO RECEIVING THE LOAD CLOSEOUT. WE SWITCHED TO TWR AND RECEIVED THE POS AND HOLD CLRNC. I ADVISED THE CAPT THAT WE DID NOT HAVE THE LOAD CLOSEOUT. HE BELIEVED THAT IT WOULD COME SHORTLY AND PROCEEDED TO TAXI ON THE RWY. WE WERE IN POS FOR SEVERAL MINS WHEN THE TKOF CLRNC CAME. I AGAIN ADVISED THE CAPT OF THE ABSENCES OF THE CLOSEOUT INFO. THE CAPT SELECTED MAX PWR AND BEGAN THE TKOF ROLL. THE TKOF WAS NORMAL AND THE REST OF THE FLT WAS UNEVENTFUL. I ANALYZED THE TPS AND SURMISED THAT WITH THE ACFT WEIGHING ONLY 122000 LBS, EVEN IF THE MAX OF 18000 LBS HAD BEEN ADDED, THAT WE WERE BELOW ANY LIMITING WTS. I CHOSE MAX PWR AND MADE THE TKOF. THE FINAL LOAD INFO HAD US AT 119046 LBS. IT WAS A SAFE OP AND I STAND BY MY DECISION, EVEN THOUGH I REALIZE THAT TECHNICALLY, I NEED THAT LITTLE PIECE OF PAPER. THE FO NEVER HAD AN OPPORTUNITY TO CALL ON THE RADIO BECAUSE OF SHORT TIME FROM OUT-OFF. I AM SUBMITTING THIS RPT BECAUSE THE LOAD CTLR SAID THAT SHE WAS GOING TO WRITE ME UP.
