Narrative:

Air carrier X cleared for taxi to runway 27L via taxiway Q, switched over to tower frequency between taxiway south and taxiway T on taxiway Q. Continued on taxiway 1, centered on taxi yellow line toward runway 27L pad. Requested a 30 degree left turn east as taxiway Q joins runway 27L pad. Our flight is #2 behind a beech 1900 commuter. Approaching pad, copilot turns to his left to retrieve ACARS message. The first officer is startled to see through the left rear side cockpit window, an aircraft closing in on us from our left rear side his reaction prompted my turning around to the left and looking back at the left wing I saw a dash 8 coming right at us on taxiway P. Immediately applied full brake to stop our 5-6 KT forward motion. The dash 8 commuter veered left off taxiway P from a southeast heading to east just north of where taxiway P joins taxiway Q in runway 27L pad. The dash 8 passed just ahead of the left wing. As the dash 8 altered course, the hugh t-tail swung around just ahead of the wing and left engine. Looking down into the dash 8 cockpit I could see the copilot glancing over at his captain. The dash 8 continued east past maintenance hangar to remote parking. Switched back to ground control, reported evasive action, requested flight number of dash 8. Ground control said he could not give to me and would have dcpa ramp vehicle check it out.
