Narrative:

On feb/xx/95, I was the first officer on an aircraft. I showed up to work at XA10 for a XA30 departure to dutch harbor and atka, ak. The trip was planned to take 10 hours or less, and the trip proceeded on schedule until reaching atka, our second stop, where we encountered a snow squall which was directly over the village and runway. We held in VFR conditions just a few mi from atka, waiting for visibility to improve. After approximately a half hour of holding, we decided to go back to dutch harbor so as to allow us plenty of reserve should conditions in dutch also require some holding. On climb out we had a better vantage point to see that the squall was in fact finally moving out of the bay, and we were able to proceed comfortably in from behind the squall to land in windy but good conditions in atka. We unloaded and took on additional fuel. We waited on the ground for about 1.5 hours, making our total ground time almost 2 hours, due to the fact that we were asked to continue waiting for 2 individuals who were injured/sick. We were held because if X airline did not make it in, it would not then be possible to get the injured and the sick individual to proper medical facilities for quite some time (X airline does not serve atka daily). Things again proceeded normally with only a slight WX hold at dutch. Most of the passenger however went into the terminal to confirm and/or purchase tickets to other destinations beyond anchorage, including 1 individual who was continuing on to seattle for medical care. We launched again after being held up slightly, into a favorable tailwind. It was determined that we would not make our intended destination within our allotted 14 hour duty period, and there was discussion of the fact that we had multiple medivacs on board, which strongly suggested the need to continue on to anchorage. I decided at that point that we needed in fact to land at king salmon within our duty period and determine our course of action from there, and made this known to the captain, who decided it was more important to continue on due the presence of the medivacs. We landed in anchorage at XX02 hours.

Title: EXCEEDED TIME ON DUTY LIMITATION -- FAR.

Narrative: ON FEB/XX/95, I WAS THE FO ON AN ACFT. I SHOWED UP TO WORK AT XA10 FOR A XA30 DEP TO DUTCH HARBOR AND ATKA, AK. WE HELD IN VFR CONDITIONS JUST A FEW MI FROM ATKA, WAITING FOR VISIBILITY TO IMPROVE. AFTER APPROX A HALF HR OF HOLDING, WE DECIDED TO GO BACK TO DUTCH HARBOR SO AS TO ALLOW US PLENTY OF RESERVE SHOULD CONDITIONS IN DUTCH ALSO REQUIRE SOME HOLDING. ON CLBOUT WE HAD A BETTER VANTAGE POINT TO SEE THAT THE SQUALL WAS IN FACT FINALLY MOVING OUT OF THE BAY, AND WE WERE ABLE TO PROCEED COMFORTABLY IN FROM BEHIND THE SQUALL TO LAND IN WINDY BUT GOOD CONDITIONS IN ATKA. WE UNLOADED AND TOOK ON ADDITIONAL FUEL. WE WAITED ON THE GND FOR ABOUT 1.5 HRS, MAKING OUR TOTAL GND TIME ALMOST 2 HRS, DUE TO THE FACT THAT WE WERE ASKED TO CONTINUE WAITING FOR 2 INDIVIDUALS WHO WERE INJURED/SICK. WE WERE HELD BECAUSE IF X AIRLINE DID NOT MAKE IT IN, IT WOULD NOT THEN BE POSSIBLE TO GET THE INJURED AND THE SICK INDIVIDUAL TO PROPER MEDICAL FACILITIES FOR QUITE SOME TIME (X AIRLINE DOES NOT SERVE ATKA DAILY). THINGS AGAIN PROCEEDED NORMALLY WITH ONLY A SLIGHT WX HOLD AT DUTCH. MOST OF THE PAX HOWEVER WENT INTO THE TERMINAL TO CONFIRM AND/OR PURCHASE TICKETS TO OTHER DESTS BEYOND ANCHORAGE, INCLUDING 1 INDIVIDUAL WHO WAS CONTINUING ON TO SEATTLE FOR MEDICAL CARE. WE LAUNCHED AGAIN AFTER BEING HELD UP SLIGHTLY, INTO A FAVORABLE TAILWIND. IT WAS DETERMINED THAT WE WOULD NOT MAKE OUR INTENDED DEST WITHIN OUR ALLOTTED 14 HR DUTY PERIOD, AND THERE WAS DISCUSSION OF THE FACT THAT WE HAD MULTIPLE MEDIVACS ON BOARD, WHICH STRONGLY SUGGESTED THE NEED TO CONTINUE ON TO ANCHORAGE. I DECIDED AT THAT POINT THAT WE NEEDED IN FACT TO LAND AT KING SALMON WITHIN OUR DUTY PERIOD AND DETERMINE OUR COURSE OF ACTION FROM THERE, AND MADE THIS KNOWN TO THE CAPT, WHO DECIDED IT WAS MORE IMPORTANT TO CONTINUE ON DUE THE PRESENCE OF THE MEDIVACS. WE LANDED IN ANCHORAGE AT XX02 HRS.
