Narrative:

Air carrier X level at 7000 ft, heard us called as traffic to air carrier Y. Y had us in sight. Approach told us the same. TCASII RA activated with symbol 500 ft above, 6 O'clock descending. Captain initiated descent and right turn to 120 degrees. Told first officer to tell socal approach our intentions. Radios were very busy so some delay getting through. Socal approach did not want us to descend. RA symbol got to 200 ft above. Air carrier Y finally said they lost sight of us. As we rolled out of turn after 1400 ft descent, saw air carrier Y in straight descent off our left wing at approximately 500 ft. Further descent/landing as per approach direction and uneventful.
