Narrative:

Nqx approach cleared X for visual runway 27 at eyw. Have had previous serious similar problems with following scenario, lack of coordination on traffic conflicts between nqx and eyw. Nqx handed us off to eyw tower while on a 5 mi right base for runway 27 at eyw about to extend gear at 1500 ft AGL, and spotted on TCASII converging traffic, 3 mi ahead at same altitude (15 seconds ahead, approximately). Performed positive evasive action prior to RA. Not forewarned of this transiting airplane, in direct conflict with traffic pattern flow by either facility. Without TCASII, would not have normally expected, or perhaps not seen this potential midair hazard. The 500 ft/5000 ft warning was after evasive action. The C-150, incredibly, was cleared by nqx approach to transition air traffic area. Eyw tower had no knowledge of C-150, and assumed approach appraised us of them.

Narrative: NQX APCH CLRED X FOR VISUAL RWY 27 AT EYW. HAVE HAD PREVIOUS SERIOUS SIMILAR PROBS WITH FOLLOWING SCENARIO, LACK OF COORD ON TFC CONFLICTS BTWN NQX AND EYW. NQX HANDED US OFF TO EYW TWR WHILE ON A 5 MI R BASE FOR RWY 27 AT EYW ABOUT TO EXTEND GEAR AT 1500 FT AGL, AND SPOTTED ON TCASII CONVERGING TFC, 3 MI AHEAD AT SAME ALT (15 SECONDS AHEAD, APPROX). PERFORMED POSITIVE EVASIVE ACTION PRIOR TO RA. NOT FOREWARNED OF THIS TRANSITING AIRPLANE, IN DIRECT CONFLICT WITH TFC PATTERN FLOW BY EITHER FACILITY. WITHOUT TCASII, WOULD NOT HAVE NORMALLY EXPECTED, OR PERHAPS NOT SEEN THIS POTENTIAL MIDAIR HAZARD. THE 500 FT/5000 FT WARNING WAS AFTER EVASIVE ACTION. THE C-150, INCREDIBLY, WAS CLRED BY NQX APCH TO TRANSITION ATA. EYW TWR HAD NO KNOWLEDGE OF C-150, AND ASSUMED APCH APPRAISED US OF THEM.
