Narrative:

My plan was to go up in the pattern and practice touch- and-goes. The WX was reporting 1000 ft scattered, 2500 broken, so I felt that I would be alright to stay in the pattern. Well, by the time I took off, a lower fog layer had moved in and when I was turning crosswind I was definitely not able to keep 500 ft below the clouds or 2000 ft horizontally from the clouds. I think I relied on what the ATIS reported the WX a little too much and should have looked around the airport to see what the WX was doing. In the future I will also give myself higher personal minimums.

Title: SPI ENCOUNTERS LOWERING CLOUD BASE DURING TOUCH-AND-GO PRACTICE.

Narrative: MY PLAN WAS TO GO UP IN THE PATTERN AND PRACTICE TOUCH- AND-GOES. THE WX WAS RPTING 1000 FT SCATTERED, 2500 BROKEN, SO I FELT THAT I WOULD BE ALRIGHT TO STAY IN THE PATTERN. WELL, BY THE TIME I TOOK OFF, A LOWER FOG LAYER HAD MOVED IN AND WHEN I WAS TURNING XWIND I WAS DEFINITELY NOT ABLE TO KEEP 500 FT BELOW THE CLOUDS OR 2000 FT HORIZLY FROM THE CLOUDS. I THINK I RELIED ON WHAT THE ATIS RPTED THE WX A LITTLE TOO MUCH AND SHOULD HAVE LOOKED AROUND THE ARPT TO SEE WHAT THE WX WAS DOING. IN THE FUTURE I WILL ALSO GIVE MYSELF HIGHER PERSONAL MINIMUMS.
