Narrative:

Pilot taxied onto relocated threshold to runway 35R without clearance. Relocated threshold was recently determined due to airport requirements of a safety zone from roads. Night markings on the relocated threshold is the same as txwys blue lights. Previous NASA report filed within last month. Callback conversation with reporter revealed the following information: reporter indicated that the airport authority was looking into the matter of the taxiway lights. He stated that there was discussion about changing the lights to split colors -- white and blue, and also indicated that there was discussion on putting flashing/blinking lights near the runway hold lines. The reporter indicated that the controllers were attempting to educate pilots by placing emphasis on the hold point short of the runway.

Title: PLTDEV DISPLACED THRESHOLD RWY INCURSION.

Narrative: PLT TAXIED ONTO RELOCATED THRESHOLD TO RWY 35R WITHOUT CLRNC. RELOCATED THRESHOLD WAS RECENTLY DETERMINED DUE TO ARPT REQUIREMENTS OF A SAFETY ZONE FROM ROADS. NIGHT MARKINGS ON THE RELOCATED THRESHOLD IS THE SAME AS TXWYS BLUE LIGHTS. PREVIOUS NASA RPT FILED WITHIN LAST MONTH. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR INDICATED THAT THE ARPT AUTHORITY WAS LOOKING INTO THE MATTER OF THE TXWY LIGHTS. HE STATED THAT THERE WAS DISCUSSION ABOUT CHANGING THE LIGHTS TO SPLIT COLORS -- WHITE AND BLUE, AND ALSO INDICATED THAT THERE WAS DISCUSSION ON PUTTING FLASHING/BLINKING LIGHTS NEAR THE RWY HOLD LINES. THE RPTR INDICATED THAT THE CTLRS WERE ATTEMPTING TO EDUCATE PLTS BY PLACING EMPHASIS ON THE HOLD POINT SHORT OF THE RWY.
