Narrative:

Flight from slc to msu given radar vector to fly 100 degree heading until receiving tobe VOR then proceed direct. ZDV gave us this vector over eastern utah, we flew 100 degree heading until we started to receive tobe VOR (100 NM west of tobe) then we turned to 130 degree heading to track inbound to tobe. As soon as we completed the turn to 130 degrees TCASII showed a conflict aircraft at FL330 and 15 NM. ZDV then gave us an immediate turn to heading 090 degrees and a descent clearance to the other traffic to FL280. We questioned ZDV on what had happened and their reply was that they forgot we had been given a 'heading until receiving' clearance. I do not know why the other aircraft, which was wbound, was at FL330. Obviously, wrong direction altitude clrncs required close monitoring by ATC.

AS SOON AS WE COMPLETED THE TURN TO 130 DEGS TCASII SHOWED A CONFLICT ACFT AT FL330 AND 15 NM. ZDV THEN GAVE US AN IMMEDIATE TURN TO HDG 090 DEGS AND A DSCNT CLRNC TO THE OTHER TFC TO FL280. WE QUESTIONED ZDV ON WHAT HAD HAPPENED AND THEIR REPLY WAS THAT THEY FORGOT WE HAD BEEN GIVEN A 'HDG UNTIL RECEIVING' CLRNC. I DO NOT KNOW WHY THE OTHER ACFT, WHICH WAS WBOUND, WAS AT FL330. OBVIOUSLY, WRONG DIRECTION ALT CLRNCS REQUIRED CLOSE MONITORING BY ATC.
