Narrative:

Taxiway D has been reconstructed. Apparently airport charts have not been updated, no NOTAM has been issued stating the new design of taxiway D. Several aircraft have crossed the hold short lines that are painted for runway 28L. There is only 1 sign that is placed on the right side of taxiway. There is a NOTAM in place that states a sign is missing on the left side. This is an ongoing problem with aircraft crossing the hold short sign. Controllers are reluctant to send air carrier around just because aircraft has gone beyond hold short line. Port authority/authorized at cmh, who is responsible for airport markings, does a very poor job of keeping signs and charts updated. This situation has the potential of being serious if visibility drops to where the tower can no longer view the approach end of runway 28L.

Title: PLTDEV OCCURRENCE BY XING RWY HOLD LINES ON NEWLY RECONSTRUCTED TXWY.

Narrative: TXWY D HAS BEEN RECONSTRUCTED. APPARENTLY ARPT CHARTS HAVE NOT BEEN UPDATED, NO NOTAM HAS BEEN ISSUED STATING THE NEW DESIGN OF TXWY D. SEVERAL ACFT HAVE CROSSED THE HOLD SHORT LINES THAT ARE PAINTED FOR RWY 28L. THERE IS ONLY 1 SIGN THAT IS PLACED ON THE R SIDE OF TXWY. THERE IS A NOTAM IN PLACE THAT STATES A SIGN IS MISSING ON THE L SIDE. THIS IS AN ONGOING PROB WITH ACFT XING THE HOLD SHORT SIGN. CTLRS ARE RELUCTANT TO SEND ACR AROUND JUST BECAUSE ACFT HAS GONE BEYOND HOLD SHORT LINE. PORT AUTH AT CMH, WHO IS RESPONSIBLE FOR ARPT MARKINGS, DOES A VERY POOR JOB OF KEEPING SIGNS AND CHARTS UPDATED. THIS SIT HAS THE POTENTIAL OF BEING SERIOUS IF VISIBILITY DROPS TO WHERE THE TWR CAN NO LONGER VIEW THE APCH END OF RWY 28L.
