Narrative:

Following new taxiway construction, additional runway hold short lines were placed on the parallel taxiway 'a.' neither ATC or local operators have been briefed on these lines. This causes confusion for all concerned. ATC instructs pilots to disregard these new hold lines and hold short at the normal lines. This is necessary to the movement of traffic, but is training pilots to ignore hold short lines. Supplemental information from acn 635429: the lights on the taxiway have been in place, but I have not been told what they are for. If the lights are not in use they need to turn them off. If they are in use, we need to be trained on the use of the lights. I have heard rumor that they will be used for IMC conditions and for B757 and larger. Supplemental information from acn 635430: airport construction completed in early october left us with some new hold lines on taxiway alpha. The new hold lines are in addition to the old lines, and we are not sure what their purpose is. The controllers and pilots have not been briefed on these new markings. The tower gets calls on a daily basis as to the proper use of this new hold area. Supplemental information from acn 635431: new hold lines on north and south ends of taxiway 'a' that we have not been briefed on. And pilots are confused and ask about, with which we cannot respond. Supplemental information from acn 635432: several weeks ago, new lighted hold lines appeared on taxiway a. Briefings to controllers have not been accomplished, so we don't know what they are protecting from. They are not the runway hold short lines, those are still in place. Pilots ask daily what they are for and if they need to hold at them. We don't have the answer for them. With pilots not knowing whether to hold short or not, the potential for errors out of confusion could result. Is it a violation for a pilot to cross these lines? I don't know. This issue needs resolution immediately! Pilots have also stated that the markings are non-standard from all other airports. No briefing or instruction from airport or FAA personnel on purpose of hold lines or what effect hold lines have on operations. Multiple queries from pilots about purpose of hold lines over a three week period since installation. Supplemental information from acn 635434: at fai the airport has painted an additional set of hold lines on taxiway alpha. This has caused confusion for the pilots and controllers. No ATC personnel have been briefed. Supplemental information from acn 635435: continually questioned about a second set of hold short lines at the north and south end of taxiway alpha. We have not been briefed or trained on the issue. Rumor has it they are for B757 and above for CAT ii or III. But so far it is just that, rumor. Supplemental information from acn 635436: aircraft constantly have been asking about hold lines that the controllers have not been briefed/trained on. The question has been brought to management's attention, and still no training is given. Callback conversation with reporter acn 635558 revealed the following information: reporter stated the newly constructed parallel taxiway has only been open approximately two months. He said the new hold line markings have flashing lights and that their use has not been explained to the controllers. The reporter did not know if standard ILS hold lines existed on the new surface or where they might be located. About the flashing lights, the reporter said he was advised by his supervisor to pretend they are not there. Reporter would like management to provide some information on the markings. And if the flashing lights are going to be controled by the tower, he said the controllers would like to receive training on the equipment first. He admitted it may be a little premature to start some type of training.

SUPPLEMENTAL INFO FROM ACN 635436: ACFT CONSTANTLY HAVE BEEN ASKING ABOUT HOLD LINES THAT THE CTLRS HAVE NOT BEEN BRIEFED/TRAINED ON. THE QUESTION HAS BEEN BROUGHT TO MANAGEMENT'S ATTENTION, AND STILL NO TRAINING IS GIVEN. CALLBACK CONVERSATION WITH RPTR ACN 635558 REVEALED THE FOLLOWING INFO: RPTR STATED THE NEWLY CONSTRUCTED PARALLEL TXWY HAS ONLY BEEN OPEN APPROX TWO MONTHS. HE SAID THE NEW HOLD LINE MARKINGS HAVE FLASHING LIGHTS AND THAT THEIR USE HAS NOT BEEN EXPLAINED TO THE CTLRS. THE RPTR DID NOT KNOW IF STANDARD ILS HOLD LINES EXISTED ON THE NEW SURFACE OR WHERE THEY MIGHT BE LOCATED. ABOUT THE FLASHING LIGHTS, THE RPTR SAID HE WAS ADVISED BY HIS SUPERVISOR TO PRETEND THEY ARE NOT THERE. RPTR WOULD LIKE MANAGEMENT TO PROVIDE SOME INFO ON THE MARKINGS. AND IF THE FLASHING LIGHTS ARE GOING TO BE CTLED BY THE TWR, HE SAID THE CTLRS WOULD LIKE TO RECEIVE TRAINING ON THE EQUIP FIRST. HE ADMITTED IT MAY BE A LITTLE PREMATURE TO START SOME TYPE OF TRAINING.
