Narrative:

In cruise on a flight from slc to phx at FL250 and 35 NM north of drk on J-11, we received a TCASII 'TA.' the TA showed at about 10 O'clock position, 5 mi 'plus 07' (700 ft) above our altitude and descending, the 'plus 06,' etc, becoming an RA alert with 'climb, climb.' I immediately begin a climb and the first officer told ZLA that we were climbing from an RA TCASII warning, and then as the RA became closer at 'zero zero' altitude difference, I began a right turn. I had previously switched the TCASII to the 5 mi range, and we watched the target pass within a mi behind us and slightly below us. Our climbing right turn then gave us additional TA with aircraft at FL270. We reversed our climb to a descent and back to J-11 after 1ST target passed, and other TA's received. We heard the center controller tell a 'military Y' call sign that it was not cleared below FL260. From previous communications overheard on center frequency, a flight of 2-F-16's as 'military Y' had a malfunction on 1 of the aircraft. Although the F-16's were on another frequency (assumed UHF) we heard center ask if they wanted to declare an emergency, which they apparently didn't, but were given clearance to FL260. Several min later, we received the 1ST TA alert.

Narrative: IN CRUISE ON A FLT FROM SLC TO PHX AT FL250 AND 35 NM N OF DRK ON J-11, WE RECEIVED A TCASII 'TA.' THE TA SHOWED AT ABOUT 10 O'CLOCK POS, 5 MI 'PLUS 07' (700 FT) ABOVE OUR ALT AND DSNDING, THE 'PLUS 06,' ETC, BECOMING AN RA ALERT WITH 'CLB, CLB.' I IMMEDIATELY BEGIN A CLB AND THE FO TOLD ZLA THAT WE WERE CLBING FROM AN RA TCASII WARNING, AND THEN AS THE RA BECAME CLOSER AT 'ZERO ZERO' ALT DIFFERENCE, I BEGAN A R TURN. I HAD PREVIOUSLY SWITCHED THE TCASII TO THE 5 MI RANGE, AND WE WATCHED THE TARGET PASS WITHIN A MI BEHIND US AND SLIGHTLY BELOW US. OUR CLBING R TURN THEN GAVE US ADDITIONAL TA WITH ACFT AT FL270.
