Narrative:

Cessna gave the tower fits earlier. Entered class D airspace first call 2 mi east. Then it got worse. Cessna was taxied to runway 31. He called ready. I had a mooney on short final, so I told him to hold short landing traffic. He replied 'roger.' then taxied on the runway. This pilot had no clue of class D airspace, readback instructions. He was unfamiliar with ATC procedures.

Title: PLTDEV WHEN C150 TAXIES ONTO RWY 31 AFTER BEING TOLD TO HOLD SHORT. MO20 WAS ON SHORT FINAL.

Narrative: CESSNA GAVE THE TWR FITS EARLIER. ENTERED CLASS D AIRSPACE FIRST CALL 2 MI E. THEN IT GOT WORSE. CESSNA WAS TAXIED TO RWY 31. HE CALLED READY. I HAD A MOONEY ON SHORT FINAL, SO I TOLD HIM TO HOLD SHORT LNDG TFC. HE REPLIED 'ROGER.' THEN TAXIED ON THE RWY. THIS PLT HAD NO CLUE OF CLASS D AIRSPACE, READBACK INSTRUCTIONS. HE WAS UNFAMILIAR WITH ATC PROCS.
