Narrative:

After departing svmi, at approximately 15 NM north of svmi, maiquetia cleared us direct to armur and climb to FL330. I believe we were climbing through FL315 when TCASII displayed traffic Y at our 12:30 position and 25 NM. TCASII showed traffic level 800 ft below our altitude. We continued our climb. Aircraft passed approximately 3 mi off our right side, 1200 ft below our altitude. Traffic sighted visually, type unknown. No TCASII TA or RA. None required. Just prior to traffic passing, maiquetia center instructed us to report level at FL330. We did not inform center of potential conflict. Due to our direct armur clearance, a slower climb than was accomplished could have been a problem. I don't think we were in radar contact.

Title: ACR X CLB THROUGH OCCUPIED ALT IN FOREIGN AIRSPACE HAD LTSS FROM ACR Y. SYS ERROR.

Narrative: AFTER DEPARTING SVMI, AT APPROX 15 NM N OF SVMI, MAIQUETIA CLRED US DIRECT TO ARMUR AND CLB TO FL330. I BELIEVE WE WERE CLBING THROUGH FL315 WHEN TCASII DISPLAYED TFC Y AT OUR 12:30 POS AND 25 NM. TCASII SHOWED TFC LEVEL 800 FT BELOW OUR ALT. WE CONTINUED OUR CLB. ACFT PASSED APPROX 3 MI OFF OUR R SIDE, 1200 FT BELOW OUR ALT. TFC SIGHTED VISUALLY, TYPE UNKNOWN. NO TCASII TA OR RA. NONE REQUIRED. JUST PRIOR TO TFC PASSING, MAIQUETIA CTR INSTRUCTED US TO RPT LEVEL AT FL330. WE DID NOT INFORM CTR OF POTENTIAL CONFLICT. DUE TO OUR DIRECT ARMUR CLRNC, A SLOWER CLB THAN WAS ACCOMPLISHED COULD HAVE BEEN A PROB. I DON'T THINK WE WERE IN RADAR CONTACT.
