Narrative:

Cpr X was en route over gve VOR at 24000. Air carrier Y was on departure off of bwi to gso initiating climbing to 23000. Y was issued 26000 which put him in conflict with cpr X prior to the situation the instructor and I were discussing the airspace surrounding the sector and what aircraft have to be descending to what altitudes. Also having en route traffic in the area of departure traffic only adds to the complexity of transitioning aircraft. Also the conflict alert does not activate as quick on aircraft overtaking slow aircraft. At the present time it looks for confliction 2 mins ahead of the aircraft's projected flight path.

Narrative: CPR X WAS ENRTE OVER GVE VOR AT 24000. ACR Y WAS ON DEP OFF OF BWI TO GSO INITIATING CLBING TO 23000. ALSO HAVING ENRTE TFC IN THE AREA OF DEP TFC ONLY ADDS TO THE COMPLEXITY OF TRANSITIONING ACFT. ALSO THE CONFLICT ALERT DOES NOT ACTIVATE AS QUICK ON ACFT OVERTAKING SLOW ACFT. AT THE PRESENT TIME IT LOOKS FOR CONFLICTION 2 MINS AHEAD OF THE ACFT'S PROJECTED FLT PATH.
