Narrative:

The said flight sent me a message that engine anti-ice was not operating. We had communicated via the ACARS unit for about 10 mins while I was checking to see if I could get flight into the new york terminal area. Response time from the flight was very rapid. But when I told the flight I had many PIREPS of icing and confirmed this with our meteorological department, he cut off communications and landed anyway. The system of joint responsibility between pilots and dispatchers only works when both parties are willing to listen to the other.

Title: A FLC DISREGARDED THE ADVICE OF ITS DISPATCHER.

Narrative: THE SAID FLT SENT ME A MESSAGE THAT ENG ANTI-ICE WAS NOT OPERATING. WE HAD COMMUNICATED VIA THE ACARS UNIT FOR ABOUT 10 MINS WHILE I WAS CHKING TO SEE IF I COULD GET FLT INTO THE NEW YORK TERMINAL AREA. RESPONSE TIME FROM THE FLT WAS VERY RAPID. BUT WHEN I TOLD THE FLT I HAD MANY PIREPS OF ICING AND CONFIRMED THIS WITH OUR METEOROLOGICAL DEPT, HE CUT OFF COMS AND LANDED ANYWAY. THE SYS OF JOINT RESPONSIBILITY BTWN PLTS AND DISPATCHERS ONLY WORKS WHEN BOTH PARTIES ARE WILLING TO LISTEN TO THE OTHER.
