Narrative:

We were talking to toronto center frequency 125.77. We were level at 31000 ft wbound on the eck 098 degree radial at 75 DME. We noticed an aircraft at 12 O'clock visually and confirmed on TCASII at 20 mi and 50 ft above us. TCASII gave descend command and we followed the 2000 FPM down command. Traffic passed approximately 700 ft above us and 2-3 mi to our right. We stopped descent at 30,500 ft and climbed back to FL310. We advised toronto center of the deviation and conflict.
