Narrative:

Cessna n-number called ground control for taxi. Aircraft then taxied past hold line onto edge of runway 31, I had just cleared 1 aircraft for takeoff. I caught this aircraft and canceled takeoff clearance. Another aircraft on final was sent around, given a 360 degree back to final for landing.

Narrative: CESSNA N-NUMBER CALLED GND CTL FOR TAXI. ACFT THEN TAXIED PAST HOLD LINE ONTO EDGE OF RWY 31, I HAD JUST CLRED 1 ACFT FOR TKOF. I CAUGHT THIS ACFT AND CANCELED TKOF CLRNC. ANOTHER ACFT ON FINAL WAS SENT AROUND, GIVEN A 360 DEG BACK TO FINAL FOR LNDG.
