Narrative:

As aircraft approached gate at dca (a tight area), the captain noted a baggage tug on the left side of the parking area: the right side was clear. The captain stopped the aircraft short of the gate on the ramp due to the tug in question. The ground marshal then gave the hold signal. The ground marshal (a mechanic) then moved to the left wingtip. At this point the captain made a PA for the passenger to remain seated until a 2 bell signal. A second ground marshal (utility person) then took over in front of the aircraft and signaled to taxi forward to the gate. In conformity with his hand signals to come forward, the captain eased the aircraft toward the gate. At this point, the left wing and mechanic disappeared from view because of the jetway obstruction. As the aircraft stopped, a bump was felt. Postflt inspection revealed the left wingtip had struck and slid over the tug roof. Perception of contributing factors: captain unable to view wingtip until aircraft parked. Poor ground to ground communications by wing walker and marshal. In appropriately parking of baggage tug.

Title: MLG TAXIING INTO PARKING WITH MARSHALLERS HAS WINGTIP HIT BAGGAGE CART.

Narrative: AS ACFT APCHED GATE AT DCA (A TIGHT AREA), THE CAPT NOTED A BAGGAGE TUG ON THE L SIDE OF THE PARKING AREA: THE R SIDE WAS CLR. THE CAPT STOPPED THE ACFT SHORT OF THE GATE ON THE RAMP DUE TO THE TUG IN QUESTION. THE GND MARSHAL THEN GAVE THE HOLD SIGNAL. THE GND MARSHAL (A MECH) THEN MOVED TO THE L WINGTIP. AT THIS POINT THE CAPT MADE A PA FOR THE PAX TO REMAIN SEATED UNTIL A 2 BELL SIGNAL. A SECOND GND MARSHAL (UTILITY PERSON) THEN TOOK OVER IN FRONT OF THE ACFT AND SIGNALED TO TAXI FORWARD TO THE GATE. IN CONFORMITY WITH HIS HAND SIGNALS TO COME FORWARD, THE CAPT EASED THE ACFT TOWARD THE GATE. AT THIS POINT, THE L WING AND MECH DISAPPEARED FROM VIEW BECAUSE OF THE JETWAY OBSTRUCTION. AS THE ACFT STOPPED, A BUMP WAS FELT. POSTFLT INSPECTION REVEALED THE L WINGTIP HAD STRUCK AND SLID OVER THE TUG ROOF. PERCEPTION OF CONTRIBUTING FACTORS: CAPT UNABLE TO VIEW WINGTIP UNTIL ACFT PARKED. POOR GND TO GND COMS BY WING WALKER AND MARSHAL. IN APPROPRIATELY PARKING OF BAGGAGE TUG.
