Narrative:

Equipment was next to runway approximately 20 inches to the side. We altered our approach and landed beyond our normal touchdown point. When I questioned ground, they told us the equipment could legally be right next to the runway per the FAA. In my opinion the equipment should be behind the aircraft hold line or the runway should be closed.
