Narrative:

We were planning a flight from denton (dto) to lawton, ok, (law). The captain filed the IFR flight plan with flight service and received a standard briefing. The briefer reported a NOTAM at dto pertaining to the shortened runway. The captain did not hear this information. At the end of the briefing, the captain requested information pertaining to dto NOTAMS, but was not informed about the runway NOTAM again. This miscom resulted in an aborted takeoff due to men and equipment on the runway. The 6000 ft runway had been shortened by 1800 ft. Due to a hump in the middle of the runway, the men and equipment were not visible at the beginning of the takeoff roll. This situation was caused by a poor preflight by the captain and a miscom with the WX briefer. Supplemental information from acn 586435: I then taxied down all of the available runway and saw a small sign (barely visible) that the south 1800 ft of the taxiway was closed. Dto runway is 6000 ft long so the available takeoff distance was 4200 ft, I needed 5300 ft. However the supervisor said there was some confusion between the briefer and me. At the end of the briefing I had asked for any runway closings or local NOTAMS. The briefer misunderstood me and gave me a NOTAM for the ILS and thought or assumed that I had heard the NOTAM for the runway, when what I really wanted was all of the NOTAMS.

Title: FA20 CREW BEGAN TKOF WITH MEN AND EQUIP ON THE FAR END OF THE RWY. THE LAST 1800 FT OF THE RWY WERE NOTAMED CLOSED. THE CAPT MISSED THE NOTAM.

AT THE END OF THE BRIEFING, THE CAPT REQUESTED INFO PERTAINING TO DTO NOTAMS, BUT WAS NOT INFORMED ABOUT THE RWY NOTAM AGAIN. THIS MISCOM RESULTED IN AN ABORTED TKOF DUE TO MEN AND EQUIP ON THE RWY. DTO RWY IS 6000 FT LONG SO THE AVAILABLE TKOF DISTANCE WAS 4200 FT, I NEEDED 5300 FT. HOWEVER THE SUPVR SAID THERE WAS SOME CONFUSION BTWN THE BRIEFER AND ME. AT THE END OF THE BRIEFING I HAD ASKED FOR ANY RWY CLOSINGS OR LCL NOTAMS. THE BRIEFER MISUNDERSTOOD ME AND GAVE ME A NOTAM FOR THE ILS AND THOUGHT OR ASSUMED THAT I HAD HEARD THE NOTAM FOR THE RWY, WHEN WHAT I REALLY WANTED WAS ALL OF THE NOTAMS.
