Narrative:

At approximately 35Z on yul 277/48 we got a TCASII TA. Traffic was noted on TCASII display approximately 12 mi at 12 O'clock 300 ft below and climbing head on. I took the autoplt off and turned right to displace the traffic. The copilot called center to advise of the conflict but we got an RA commanding a climb of about 1800 FPM. We followed the RA and topped at 33600 ft before the clear of traffic was announced by TCASII. We tried to inform center but the controller was making frantic calls to the other aircraft and did not hear us. I estimate the aircraft passed approximately 1 1/2 mi to the left and 300 ft below. We returned to 33000 ft and on course.

WE FOLLOWED THE RA AND TOPPED AT 33600 FT BEFORE THE CLR OF TFC WAS ANNOUNCED BY TCASII. WE TRIED TO INFORM CTR BUT THE CTLR WAS MAKING FRANTIC CALLS TO THE OTHER ACFT AND DID NOT HEAR US. I ESTIMATE THE ACFT PASSED APPROX 1 1/2 MI TO THE L AND 300 FT BELOW. WE RETURNED TO 33000 FT AND ON COURSE.
