Narrative:

Just passing sbj VOR, ATC requested immediate left turn 220 heading calling out traffic at 12 O'clock 5 miles. The first officer spotted traffic at 9 O'clock about 3 mils (after we made turn). ATC then further cleared us to take any evasive action to avoid the other aircraft and requested us to identify aircraft. ATC also stated possible hijack. We received a TCAS RA to descend, we did not because we had traffic insight. The TCAS at closet point showed +200 ft and first officer stated it would pass behind us.

Title: B737-200 CREW HAD NMAC WITH A POSSIBLE HIJACKED ACFT OVER SBJ AT FL 280 IN ZNY CLASS A.

Narrative: JUST PASSING SBJ VOR, ATC REQUESTED IMMEDIATE LEFT TURN 220 HDG CALLING OUT TFC AT 12 O'CLOCK 5 MILES. THE FO SPOTTED TFC AT 9 O'CLOCK ABOUT 3 MILS (AFTER WE MADE TURN). ATC THEN FURTHER CLRED US TO TAKE ANY EVASIVE ACTION TO AVOID THE OTHER ACFT AND REQUESTED US TO IDENT ACFT. ATC ALSO STATED POSSIBLE HIJACK. WE RECEIVED A TCAS RA TO DSND, WE DID NOT BECAUSE WE HAD TFC INSIGHT. THE TCAS AT CLOSET POINT SHOWED +200 FT AND FO STATED IT WOULD PASS BEHIND US.
