Narrative:

While turning final at ogg airport runway 2, the right engine started surging and control of the aircraft became marginal. I took over ctrl of the aircraft (the first officer had been flying) and declared an emergency, and since we were on short final, elected to continue the landing. After touchdown the aircraft was marginally ctlable with beta selected. After clearing the runway, I canceled the emergency. While taxiing into the parking spot, the left wingtip struck the rudder of a parked aircraft. The ramp was crowded with transient aircraft and is not lighted.
