Narrative:

Flew through the temporary flight restriction 24 NM out on the 183 degree radial of the san angelo VORTAC en route to sonora, tx, at 4500 ft MSL. I did not know about the temporary flight restriction until I returned from the flight. When I received the WX briefing no NOTAM was issued to me, also no NOTAM was found in the current notices to airmen publication. I only discovered it while talking with another pilot after reaching my destination. I believe this happened because the NOTAM system failed me. The NOTAM for the temporary flight restriction was not published in the notices to airmen publication, it was found in the airport/facility directory under the special notices section. All temporary flight restrictions should be published in the notices to airmen publication. If they are not published in the notices to airmen publication then the briefer should tell you about the temporary flight restrictions along your route of flight during the WX briefing. I have become aware that this temporary flight restriction has been in effect for many yrs and the notice in the airport/facility directory states 'until further notice.' this seems like more of a permanent restriction to flight than temporary and should be published appropriately (as a restr area plainly displayed on the chart). This would prevent future occurrences of this nature!

Title: FLT THROUGH TEMPORARY RESTR AREA.

Narrative: FLEW THROUGH THE TEMPORARY FLT RESTRICTION 24 NM OUT ON THE 183 DEG RADIAL OF THE SAN ANGELO VORTAC ENRTE TO SONORA, TX, AT 4500 FT MSL. I BELIEVE THIS HAPPENED BECAUSE THE NOTAM SYS FAILED ME. THE NOTAM FOR THE TEMPORARY FLT RESTRICTION WAS NOT PUBLISHED IN THE NOTICES TO AIRMEN PUB, IT WAS FOUND IN THE ARPT/FACILITY DIRECTORY UNDER THE SPECIAL NOTICES SECTION. ALL TEMPORARY FLT RESTRICTIONS SHOULD BE PUBLISHED IN THE NOTICES TO AIRMEN PUB. IF THEY ARE NOT PUBLISHED IN THE NOTICES TO AIRMEN PUB THEN THE BRIEFER SHOULD TELL YOU ABOUT THE TEMPORARY FLT RESTRICTIONS ALONG YOUR RTE OF FLT DURING THE WX BRIEFING. I HAVE BECOME AWARE THAT THIS TEMPORARY FLT RESTRICTION HAS BEEN IN EFFECT FOR MANY YRS AND THE NOTICE IN THE ARPT/FACILITY DIRECTORY STATES 'UNTIL FURTHER NOTICE.' THIS SEEMS LIKE MORE OF A PERMANENT RESTRICTION TO FLT THAN TEMPORARY AND SHOULD BE PUBLISHED APPROPRIATELY (AS A RESTR AREA PLAINLY DISPLAYED ON THE CHART). THIS WOULD PREVENT FUTURE OCCURRENCES OF THIS NATURE!
