Narrative:

Military X, 2-f16's checked on frequency. At 14000 ft looking for higher, I climbed him to FL230. The aircraft were close to R5306 D and east and nkt approach control could not approve a pointout. I then turned military X right to a 270 degree heading. Military X violated R5306 D and east. Military X came on frequency. Approximately 5 mi west of R5306 D and east, there was no flight plan on the sector. The sampson sector and the ewn sector were both very busy, gsb echo MOA was in use as was game cock 'a'. If the sampson sector could have climbed military X to altitude and if the special use airspace had not been in use this would not have happened.

Title: MIL X UNAUTH UNCOORD PENETRATION OF AIRSPACE.

Narrative: MIL X, 2-F16'S CHKED ON FREQ. AT 14000 FT LOOKING FOR HIGHER, I CLBED HIM TO FL230. THE ACFT WERE CLOSE TO R5306 D AND E AND NKT APCH CTL COULD NOT APPROVE A POINTOUT. I THEN TURNED MIL X RIGHT TO A 270 DEG HDG. MIL X VIOLATED R5306 D AND E. MIL X CAME ON FREQ. APPROX 5 MI W OF R5306 D AND E, THERE WAS NO FLT PLAN ON THE SECTOR. THE SAMPSON SECTOR AND THE EWN SECTOR WERE BOTH VERY BUSY, GSB ECHO MOA WAS IN USE AS WAS GAME COCK 'A'. IF THE SAMPSON SECTOR COULD HAVE CLBED MIL X TO ALT AND IF THE SPECIAL USE AIRSPACE HAD NOT BEEN IN USE THIS WOULD NOT HAVE HAPPENED.
