Narrative:

Somehow we received bogus WX report in format of special observation indicating our destination had improved from 3/16 to 2 mi in fog allowing legal dispatch. When we arrived at our destination kgfk, tower informed us WX had never been above 3/16 all day. In essence, with WX report we had, it was bogus and we should not have departed. This report was NWS observation.
