Narrative:

Air carrier X on landing rollout on runway 21, we were instructed to exit at the end due to snow berms at the midfield txwys. The runway was just plowed and we were the first landing after the airport was reopened. Braking was unknown but reported fair prior to plowing. On rollout, we know from radio conversation that air carrier Y was close behind, so we kept a little extra taxi speed to the end. With the slippery runway, we went slightly on the stopway, and made a hard turn onto the taxiway at the end. Upon turning, we could see air carrier Y on the runway. Air carrier Y was about 4000 ft from the end when we cleared the runway. They should not have been cleared to land prior to us reporting clear of the runway if tower was unable to see us clear.

Title: ACR Y LANDED ON OCCUPIED RWY HAD LTSS FROM ACR Y. SYS ERROR.

Narrative: ACR X ON LNDG ROLLOUT ON RWY 21, WE WERE INSTRUCTED TO EXIT AT THE END DUE TO SNOW BERMS AT THE MIDFIELD TXWYS. THE RWY WAS JUST PLOWED AND WE WERE THE FIRST LNDG AFTER THE ARPT WAS REOPENED. BRAKING WAS UNKNOWN BUT RPTED FAIR PRIOR TO PLOWING. ON ROLLOUT, WE KNOW FROM RADIO CONVERSATION THAT ACR Y WAS CLOSE BEHIND, SO WE KEPT A LITTLE EXTRA TAXI SPD TO THE END. WITH THE SLIPPERY RWY, WE WENT SLIGHTLY ON THE STOPWAY, AND MADE A HARD TURN ONTO THE TXWY AT THE END. UPON TURNING, WE COULD SEE ACR Y ON THE RWY. ACR Y WAS ABOUT 4000 FT FROM THE END WHEN WE CLRED THE RWY. THEY SHOULD NOT HAVE BEEN CLRED TO LAND PRIOR TO US RPTING CLR OF THE RWY IF TWR WAS UNABLE TO SEE US CLR.
