Narrative:

Air carrier X landed on runway 29 oak just as an air carrier Y cleared the runway. On right base I was cleared to land on runway 29 behind jet traffic. As I turned final, tower could see that I was closer than they would like and asked me to do s-turns. I responded wilco and began my s-turns and also requested a long landing because I knew the jet had missed the normal turn and was moving slowly to the next taxiway. On short final, I made my request for a long landing which was approved. During this time, I leveled off 10-20 ft above the runway and flew slowly over it waiting for the jet to clear and further instructions. As the tail of the jet cleared the runway, the tower controller, in a slightly panicked voice, yelled 'offset left, clear to land' at which time I reduced power, landed and cleared the runway. As I taxied, ground control asked me to call the tower on the phone after I got in. About 45 mins later I did call the tower and had a friendly yet inaccurate (on their part) discussion. They informed me of an ATC rule that requires other aircraft to be at least 500 ft above the runway if overflying the runway with a jet on it. They also told me that they had told me to offset left prior to reaching the runway. I told them that I did not know of such a rule and thanked them for the information, however I explained that the offset left instructions came too late and were not clear.

Title: ACR X LANDED ON OCCUPIED RWY HAD LTSS FROM ACR Y. PLT DEV. SYS ERROR.

Narrative: ACR X LANDED ON RWY 29 OAK JUST AS AN ACR Y CLRED THE RWY. ON R BASE I WAS CLRED TO LAND ON RWY 29 BEHIND JET TFC. AS I TURNED FINAL, TWR COULD SEE THAT I WAS CLOSER THAN THEY WOULD LIKE AND ASKED ME TO DO S-TURNS. I RESPONDED WILCO AND BEGAN MY S-TURNS AND ALSO REQUESTED A LONG LNDG BECAUSE I KNEW THE JET HAD MISSED THE NORMAL TURN AND WAS MOVING SLOWLY TO THE NEXT TXWY. ON SHORT FINAL, I MADE MY REQUEST FOR A LONG LNDG WHICH WAS APPROVED. DURING THIS TIME, I LEVELED OFF 10-20 FT ABOVE THE RWY AND FLEW SLOWLY OVER IT WAITING FOR THE JET TO CLR AND FURTHER INSTRUCTIONS.
