Narrative:

Air carrier X sbound at 13000 inbound to eug. Potential conflict aircraft 'Y' northbound at 10000. Air carrier X given a pilot's discretion descent to 11000 and did not use standard phraseology read back pilots discretion to 10000. The incorrect readback was missed. When air carrier X mode C was observed at 10600 he was asked altitude and reported passing 10000 then said 'verify you wanted us at 10000?'.
